In addition, these bills have to be manually monitored by the users with the help of water, gas, and electric meters since there are no other notifications. They record their monthly usage, travel to banks to pay, and auditors stop by occasionally to make sure the numbers are accurate.

Furthermore, while the number of Ukrainian drivers is increasing, being a car owner is still mostly considered a luxury rather than a necessity. Those they do buy prefer foreign cars and have to pay a high price due to large import taxes. Most people use public transportation like trains, buses, taxis, or the subway.
